國立臺東大學高教深耕計畫

Summary of the Second Stage of the Project

NTTU incorporates its medium- and long-term school development blueprints on the basis of the goals of the first stage of the project: the promotion of localized development and the construction of a model for green development. In the second stage of the project, localized development will be expanded to industrial upgrading and the green development model will be further refined for green sustainable development. Thus, NTTU will become a green international university offering knowledge and activities related to sustainability, fulfilling its systematic and targeted learning vision. With the substantial mitigation of teaching and learning–related problems through the efforts made in the first stage, NTTU will continue to strive to emerge as one of the world’s top green universities in the next 5 years by guiding its faculty and students in developing professional expertise and knowledge related to sustainable development, thereby increasing its international visibility and influence.

The second stage of the project will be evaluated using the Objectives & Key Results framework. Four strategies—the innovation and improvement of teaching strategies, promotion of industry–university cooperation, enforcement of social responsibilities, and promotion of higher education publicity—will be incorporated in the medium- and long-term development blueprint of NTTU to attain the following four core development goals:

  1. Cultivation of independent interdisciplinary talents. Continue to improve teaching support systems such as double-loop teaching quality assurance system, capstone courses, simultaneous teaching, teacher multi-promotion mechanism, and digital teaching. In addition, emphasize the transition toward students’ independent learning as well as their interdisciplinary expertise, Mandarin and English expression skills, and computational thinking. Use International Relations Theory as the analytical basis of a systematic and targeted path of learning for students across grades; facilitate this method of learning path by planning an innovative curriculum design framework (e.g., microtopics, interdisciplinary microcourses, capstone courses, and innovative teaching databases). Continue to develop innovative teaching models considering the characteristics of NTTU to improve teaching strategies and students’ learning approaches, thereby enhancing their learning outcomes. Ensure the coordination of the curriculum designs, approaches, and functional evaluations of 16 types of careers indicated by the University Career and Competency Assessment Network for the continual innovation of teaching models and the improvement of interdisciplinary learning environments, thereby comprehensively boosting the teaching momentum of faculty members and the professional competitiveness of students.
  2. Laying a foundation for the green and cultural sustainability of Taitung City. Incorporate the concept of a green and sustainable campus, design thinking of the local society, and collaborative efforts of the faculty and students to make NTTU a paradigm of the ideal green campus and attain sustainable development goals (SDGs). Reinforce the promotion of sustainability-related curriculum development and design. Create a teaching framework related to the 17 SDG indicators covering dimensions of knowledge, attitudes, and skills. Promote the interdisciplinary learning path planning system to foster knowledge and skills related to various problems of the faculty and students, thereby ensuring interdisciplinary learning based on the concepts of wisdom, health, sustainability, and aesthetics. Improve the autonomous interdisciplinary learning ability of students. Promote an innovative platform for implementing green knowledge economy in the development of innovative teaching and research features. Transform the innovative outcomes of SDG green knowledge economy and collaborate with the local society to develop green economy in Taitung City. Build an autonomous network for disseminating knowledge regarding green intellectual and cultural innovation. Create a virtual bilingual special collection room offering information on green and cultural sustainability to integrate the virtual and real-world applications of the collections, thereby enabling lifelong learning. Create a sustainable, resilient, friendly, intelligent, and innovative campus environment through digital technology. Incorporate the school development goals of NTTU as a green international university in the promotion of regional sustainable environment to locally implement the solutions of global problems related to the United Nations SDGs, thereby realizing the concepts of global thinking, local action, and green sustainable development.
  3. Collaboration for key talent cultivation and industry upgrading. Create an environment for cultivating regional industrial talents and technologies. Promote industry–university cooperation on the basis of the NTTU Industry–Academic Innovation Park. To align with the government’s industrial development policies, the park promotes professional and practical enterprise internships in various academic departments and, with the help of enterprises or manufacturers, creates a student internship model to resolve problems in the industrial circle, thereby opening opportunities for diverse regional internships (including full-semester internships). By doing so, an ecosystem of hands-on entrepreneurship; a phased system of creative, innovative, and entrepreneurial courses; and an entrepreneurship training mechanism that resonates with the unique characteristics of NTTU and interdisciplinary learning can be created. Relevant measures can be amended to promote entrepreneurship through a rolling adjustment and integrate local business resources. A one-stop industry–university–research matchmaking platform is run to coordinate with the faculty and students of NTTU, establish a makers’ base for students, and promote the concept of “six-grade industry” by launching internship programs at the NTTU food biotechnology factory and workplaces. To cultivate local talents, the connection between NTTU and local high schools must be strengthened to achieve the following goals: utilize NTTU’s learning resources to provide high school students with opportunities to proactively connect with the university;  develop and improve the admissions guidance offered by NTTU; promote the “NTTU Lights Up” grant program to help economically or culturally disadvantaged students adjust in the school. Promote the NTTU 4 + 1 Vocational Guidance Program to offer the aforementioned students comprehensive daily living, academic, and career counseling and assistance.
  4. Enhancement of international mobility. Promote the local internationalization of NTTU. Create an international exchange study domain on the basis of SDGs to promote cross-border student exchange, dual education systems, and overseas internships. Continue to enrich the material database for Mandarin teaching in eastern Taiwan; develop and promote local Mandarin courses; and integrate, optimize, and adjust the online one-stop Mandarin learning system, thereby ensuring a unique Mandarin learning experience for the students and transform them into excellent Mandarin teachers. To construct a core Austronesian community and reinforce ethnographic cultural relic collection and research on relevant problems, incorporate the database of cultural relics with the general digital teaching materials on Austronesian cultures to develop unique courses on the Austronesian cultures of indigenous Taiwanese people, thereby expanding the opportunities for NTTU to collaborate with other institutes in countries included in the New Southbound Policy, thus facilitating international exchange and achieving the goals of localized development and international connection.

NTTU aims to ground itself in Taitung City through localized development and promote itself as a green international university through industry upgrading and green sustainable development. These are the ultimate goals of the medium- and long-term school development blueprint of NTTU.
